Aristide was trying to move the country in that direction but the US kidnapped him before he could do anything.

The rest (aforementioned) can apply for asylum, however Cubans can just land on the shore and be automatically granted an asylum. So it's a step or two easier for them... This is just typical international politics. Some countries are "favored" in different ways over others...

The reason is the 1960's policies and the political sophistication of the Cubans in Florida.
Say what you want about Cubans, they are very politically aware. During the cold war, post-bay of pigs, the US felt bad about not conquering Cuba, and we opened up the boarders to the oppressed people of that prison-state.
Then the politics of the refugees became important to the people of Florida. Now, the politics of the state, for republicans at least, means you gotta be some kinda hardcore against Cuba to win. Thus, the US accepts refugees from Cuba differently for refugees from Haiti.
what this means is that the Haitians in FLA gotta rise the fukk up, and announce themselves politically. like the cubans did.

No they opened the gate to the WHITE [looking] people who wanted to overthrow Castro and reinstate the low wage / enslavement that went on before..
