Either way, she misspoke. Harmless really, she just got tongue tied and didn't say the sentence correctly.

BUT... someone (particularly Hannity) should have corrected her, or at least retorted that we were attacked under Bush's watch, on 9/11.

This particular incident doesn't bother me much, but it goes to show you how delusional the Fox News pundits have become.
