Why other members can't upload them?

occasionally an animated avatar will slip through the system. i think that it has to do with file size, but i'm not sure. i do know that as a rule, animated avatars are disallowed b/c they're almost always too big for our forum settings; in short, if the system won't let you upload it, then it ain't happening. if it lets you, it should be all good.
