So my question is, if Jay Z is as great as people say he is, then how come there's no 1 time period when he was the biggest selling artist in NY?

I doubt if you can name 1 year when he outsold the competition in NY

I think Vol 2 sold 4X plat in 98, but so did Lauryn Hill and DMX (I think) Also, Will SMith sold 5X plat in 98 but he's from Philly.

Vol. 2 sold 5 million

it's not about selling the most when viewed as being the illest either, as Vanilla Ice and Hammer would be named as kings. What's impressive about Jay's numbers is his consistency. With as many albums as he has, others would have been fell off and lost their fanbase (ex. DMX, LL Cool J, Ja Rule, Master P etc)

They are straight from riaa.com, so you can go check them yourself. You can hear whatever you want, but RIAA are the ones who give out the certifications, so their word is better than anyone elses

Because it's never been about sales, it's about consistency. It's also a fact that Jay has never had a number one single, yet he consistently sells millions and he debuts at number one so much that the only artists that can fuk with him are Elvis and the Beatles, not even the likes of Madonna, Michael Jackson or Prince are fukin with him. Consistency is the key, you gotta remember he's seen the DMX's, Nelly's and Ja Rules come and go, like Jay said:
