One album when alive does not make you a legend. Pac made him a legend by mentioning him in the whole East-West coast thing and dying first.
Pac played a role in Biggie's legendary status.
And lets be real people. If you ask surbaban folk who their favorite rapper is, more people would say Pac than Big
If you were to also ask hood folk (including NY) who their favorite rapper is, more people would say Pac than Big too

Pac is hip-hop's answer to Elvis. in a lot of ways he was much bigger than hip-hop. that doesn't mean biggie wasn't, or can't be, a better mc. he was. pac was a bigger star.

I heard several people call Biggie their "favorite" rapper...but that would be interchangable with Method Man or Sticky Fingaz or whoever was poppin' at the moment.
This Biggie was the undisputed "greatest of all time" started with that nerd Canibus. Before that, I didn't hear any of that aside for hyperbole and his folks. Everybody's peoples calls them the greatest or "one of the" greatest. But before Canibus said it, Biggie wasn't the "greatest rapper of all time."
And for the record, I rolled my eyes when I first heard that rhyme. O-kay, buddy, let's not get ahead of ourselves. And he ended up rewriting history.
As for 2Pac, Westcoast people been calling him the greatest since twenty minutes after he died. The two months after his death were excruciating.

Also for me Wu-tang were the ones that were really standing out. New York as a whole was killing it with the likes of craig mac and keith murray as well, but Wu brought something so original and raw to the table.

and when we compare legends we compare their best work against each other...
it just so happened that every song biggie worked on....was amazing...thus his best work and it stands the test of time and defeats the likes of greats like jay and nas

If it would've been Snoop who died in 96 and then Nas in 97 rather than Pac and Big, respectively, there'd be different Westcoast and Eastcoast GOATs.
As far as Big being lyrically great, tell me one song that fuccs with Nas, Rakim, Rass Kass, Canibus, etc. lyrically in their primes. It's just no comparison.
What made Big great was mic presence, charisma, voice, delivery, and just plain style, which by 97 he had changed to match a westcoast steee.

You could say essentially the same thing about Pac. They're both overrated. If you stopped dyckriding for a second, and attempted to look at it with some degree of objectivity you might see that.
But then again, I don't expect any fairmindedness or cessation of dyckriding from someone who names himself "TUPACALYPSE."
