Nirvana broke it into the mainstream, but does that qualify them as the progenitors of the genre? Is grunge even a genre of rock?

None of your options. I'd say The Replacements. While Nirvana brought grunge into the mainstream, The Replacements perfected the sound.

no one band or person started the sound/sub-genre. But there are a few bands that collectively had an influence in creating it..
the sonics....seattle punk group from the 70s that played lots of "dirty riffs" ( characteristic of grunge)
neil young...often called the godfather of grunge
the melvins and Green River ...the bands that probably had the most influence on the sound of typical grunge bands..

Out of those 4, Green River(seeing as Mudhoney started after Green River, Mother Love Bone was a tribute band, and Nirvana was influenced by Green River).
Yeah, I guess Green River gets the prize for being the first "grunge" band, although I'd say Black Sabbath was the genre's single biggest influence...

melvins or maybe soundgarden, although green river, flipper, sonic youth, fugazi, mudhoney played major parts

Early Soundgarten was totally metal, albums like Ultramega OK are cheesy as hell...Chris Cornell really wanted to be Sabastian Bach or something like that back in the day.
Melvins are awesome, some of their stuff kinda sounds like slowed-down metal(Houdini is one of those records, probably their best album, too).

Listen to The Replacements albums "Let it Be" and "Tim". You will def. see some hints of grunge.
