Hip-hop is now old enough to accommodate second acts for rappers, some of whom are eclipsing their estimable first acts. The Wu-Tang Clan member Ghostface Killah recently experienced one of his biggest first-week sales ever for his album “Fishscale”; the Houston veteran Scarface, nearly twenty years into his career, plans to release an album later this year that will likely capitalize on his town’s trendy status and his own considerable reputation; and the Bay Area rapper E-40, having already made history by inventing the “izzle” suffix that Snoop Dogg turned into mainstream slang, is at the forefront of “hyphy,” a style that didn’t even exist when he began rapping, fifteen years ago.

E-40’s new album, “My Ghetto Report Card” (Reprise/BME), serves as an introduction to the world of hyphy, which involves the use of bouncy, brisk synthesizer music, the wearing of ridiculous oversized sunglasses, and the practice of extremely slow (and somewhat dangerous) driving known as “ghost riding.” Long before hyphy’s idiosyncrasies became a trend, E-40’s music was full of tics and tendencies that you couldn’t find anywhere else. He over-enunciates each word until it sounds like he is making fun of the act of rapping itself:laugh: . E-40’s subject matter is status quo for 2006 hip-hop (though it was also his status quo in 1996)—finding money beyond the margins of the law, engaging in unromantic sexual liaisons, and generally affirming E-40 and the “Yay Area” (“yay” is also slang for cocaine). E-40’s voice has always been his strong point, and he worked on several tracks here with a local producer named Rick Rock, who can make sounds squelchy and odd enough to match him. “Go Hard or Go Home” is a collaboration between E-40, Rock, and the best young act in the hyphy scene, the Federation, as well as the kind of surprising gift that seems to be coming from this direction every few weeks. (The Federation’s “18 Dummy” is Christmas all by itself: an electronically noisy, spring-heeled song that charges ahead unworried that it doesn’t make any sense.) “Go Hard” winds around a wonderfully menacing weave of keyboard lines, some nonsense background vocals, and tough, wry lyrics. “From the roota to the toota, he’s the driver, I’m the shoota / Don’t be ****in’ with my Gouda / Gadgets, iPods, trill phones, Sidekicks, and ring tones / Go hard or go home.”
