Dude, there's no such thing as spot reducing.
Unless you gonna have some type of medical procedure done, you just can't do it.
Generally the first places you gain are gonna be the last places you lose it.
ok.lemme ask u. all my weight is on my lower half. if i do intense cardio, then toning excercises, squats, lunges. can i target that area more and lose/tone it more

Yeah, you can target your legs...lunges, squats, leg curls, and what not...

whatever area you target when working out is gonna get more toned because the muscle will grow and the fat around it won't "hang" as much but the fat will not dissapear more around that area just because you are targeting that area. The best way to lose fat is to eat less calories, do more cardio and increase muscle mass (increasing muscle mass will accelerate metablolism since muscle cells burn more fat than other cells). I have no idea which fat the body uses first or if its done equally all over the body. My guess is tha it has to do with genetics and mabe certain genes make you accumulate more fat in certain areas.

Yeah, toning in itself won't reduce fat on one area specifically..but by buidling muscle and being more active period it will burn fat period...might not be in that area you're looking for...but indirectly, it will help. In most people's cases...anyway.
The only way to reduce fat is to have a calorie deficit for an extended period of time. You lose fat on your body as a collective unit; you can't lose fat in a certain area (ex: Spot reduction) alone. It has to be done for your entire body. People have to realize that fat and muscle are two different things. Fat cannot be converted to muscle just as muscle can't be converted to fat; its just a matter of which one is predominantly bigger throughout the body.
Bottom line is that you can build all the muscle you want, but it won't show unless you drop the fat throughout your body which is done through cutting calories and increasing your metabolism through exercise.
you can
