Moderators are not the only people who can give repuation points. With that said, there is no rule that people aren't allowed to make negative comments when giving reputation point.

If it was a mod, don't you think that's quite unbecoming and unprofessional of someone whose job it is to moderate discussions?

I mean I can see if they posted a public thread about it, but you are the only one who can see those comments. So no, I don't feel any way about it.
