Type of car?
Basic stuff that you should be able to do by yourself would be a cold air intake, maybe an exhaust. More complex stuff you're talking about would be forced induction (super/turbo charging), boring out the actual engine, different pistons, anything about the guts of the engine.

Get that cold air intake, that should be good for 10 or so. Exhaust systems might be another 5-10 depending on the brand you choose.
Headers can be a good thing for those cars too, but they can get spendy, maybe another 10 to 15, MAYBE on the 15.
Outside of that, unless you can maybe look into some CPU mods to mess w/ the timing of the engine to advance it and squeeze out some power that way as well. Mods like these work well when you've changed out some cams, but when you're talking the guts of the engine, you're getting pricey.

a few people told me to cop a K&N air filter. like 50 bucks which could give me like 10 more HP and better gas mileage as well. plus u can keep this air filter forever.

10 HP from an air filter is bullsh!t. The most you'll see from a K&N air filter or any new clean filter is 1 to 2 HP if that. K&N type filters are better than the regular sh!ts due to the increase airflow and like you said you can keep them forever.

Wheel horsepower. I've seen some decent gains w/ those things. Jap motors tend to react better to that stuff than my experience w/ VW motors.
