While the two aren't exactly relative, usually bigger people are stronger people.
I'm a fairly small guy, 5'7 170lbs...pretty lean, and fairly strong for someone my size, but I want to be stronger without necessarily bulking up.
How should I focus my diet and my exercise routine to facilitate this?

high protein, normal calorie diet.
people get bigger when they eat more. as simple as it sounds, even your body must follow the basic laws of thermodynamics.
the excess protein will help with strength gains, but since you wont be eating in caloric excess you'll relatively stay the same size.
you should also look into cutting fat. losing 5lbs of fat and replacing it with 5lbs of muscle will actually make your body smaller (muscle is more dense) but immensely stronger.

do sets with a lot of reps, I would say with 60 and 70% of your RM.

push ups are good for that, they don't make you turn into a juggernaut, but they make you a hell of a lot stronger.

press ups is the answer to your thread, me i love being strong and hench so i do other stuff wit it to make me bigger also
